Plan for new Dagenham tuition centre wins planning permission

The new centre would provide “small-group learning sessions” at a converted former grocery shop in Green Lane, reports Nick Clark, Local Democracy Reporter

A shop in Dagenham can be turned into a private tuition centre, Barking and Dagenham Council has agreed.

The council granted planning permission last week to change the use of 693 Green Lane.

Plans submitted to the council argued that the centre would be a “valuable, low-impact community facility that generates far less noise, activity, and traffic than the existing retail use”.

The property is currently occupied by the Britannia grocery store. Its owner, Ferdous Bhuiyan, applied for planning permission to change its use from a shop to a tuition centre on Thursday, 4th December.

A planning statement submitted with the application said the centre would provide “small-group learning sessions”. Plans show there would be seats for 18 pupils.

A council planning officers’ report says the centre would serve school pupils studying for Sats, GCSEs and A-Levels.

The tuition centre would open between 3pm and 8pm on weekends, and 10am to 5pm on weekends.

The planning statement said: “The use does not involve noise from retail stock deliveries, late-night operations, or the installation of extraction or ventilation systems, as no cooking activity takes place.

“Teaching sessions are limited to small, supervised groups, producing minimal
noise, and the overall level of activity will be significantly lower than that associated with a typical retail unit.”

The planning statement also said there would be no changes to the outside of the shop. However, it said that the owner would submit a further planning application if they wanted to change the signage.

Council planning officers approved the application last Friday (30th).
