The council says that using bins intended for residents can cause them to overflow and create other problems

A Dagenham man has been ordered to pay around £1,500 in fines and costs after being caught on CCTV fly-tipping waste into residential bins.
A Ali, of Lowry Road, was prosecuted by Barking and Dagenham Council after depositing a large cardboard box and a black bag into bins meant for residents living above shops at the junction of Gale Street and Rugby Road.
The offence, which took place on 5th August 2025, was captured on council CCTV.
The council says that using bins intended for residents can cause them to overflow, creating an unpleasant environment and increasing the risk of further fly-tipping in the area.
Despite being issued with a fixed penalty notice and several reminders, no payment was made by Ali, leading to prosecution.
The case was heard at Barkingside Magistrates’ Court on 26th May. After initially failing to attend court and a warrant being issued, the defendant later pleaded guilty and was fined £750, along with a £300 victim surcharge and £534 in costs.
Syed Ghani, the council’s cabinet member for enforcement and community safety, said: “Fly-tipping is an illegal act that damages our neighbourhoods and places an unfair burden on residents.
“We will always take action against those who misuse residential facilities and ignore opportunities to resolve matters earlier. We are committed to using enforcement powers to keep Barking and Dagenham clean and safe for everyone.”
